Kate encoding

Hello.

I have a little problem with kate and fish : when I open a file (on a remote server so), the default charset of my system is use (ISO8859-1) even if the file is encoding in UTF-8.
When I try to change the charset with View -> Use Charset -> UTF-8 it doen't change anything and it save the file with ISO8859-1 encoding.

When I want to configure Kate to use UTF-8 by default, I can't. In the configuration panel, under Editor > Open / Save, I can't select the default charset, the selectbox is disable or empty :(

Someone know how to use UTF-8 by default (Open/Save) with Kate ?
