global experience level setting

I wonder if there ever was a discoussion about a global setting in the control center for the users experience level...

This could help applications to decide what kind of information/help/settings to provide for the user...

I often heard about KDE having to much settings for newbies, but by this option this could be easily reduced...

This has been discussed in some of the developer mailinglists.

IIRC the conclusion was that there is no reliable way to determine the experience level of a user.
