Missing Desktop Menu Selection

When I right-click on the desktop, the "Create New" menu selection doesn't have any choices. The other entries, "Bookmarks", "Icons", and "Windows" have sub-menus, but the "Create New" menu is just empty. Does anyone know what might be wrong? I've recently installed PCLinuxOS, which uses KDE 3.1.4.
