Problem with Keyboard Shortcut Applet

In the Control Center's Keyboard Shortcuts applet, it will allow me to set some of the XF86* keys to a given shortcut in the "Application Shortcuts" tab but not all of them. This also includes the osf* keys as well. This is not the case in the "Global Shortcuts" tab which will let me set anything to any keys. e.g.

I can bind the XF86AudioNext key to any shortcut but not the XF86Open key.
