Can't Find Theme Manger

Hi all :)

I'm using KDE 3.2 and I want to use one of the themes off the site but I was not able to locate the theme manger. :( I looked in the control center for a look & feel section but couldn't find it, so than I checked appearance and theme and couldn't find it either. I checked every sub-section in appearance and theme and still couldn't find it. Can some one tell me where I am suspose to go to change my theme. :?

as far as I know, there isn't a Theme Manager in KDE 3.2, although there used to be on in older versions. However, a review of KDE 3.3 I read showed a Theme Manager in one of the screenshots.
