custom middle mouse menu

Hello to everyone...this is my first post here.

My organization is migrating from HPUX to Linux. Right now, our default Linux distro is RH 7.2

Some of us have been tasked with the chore of creating a similar desktop functionality in Linux that we had with HPUX and CDE.

On HPUX/CDE, we had a core configuration where the user could click the middle mouse button anywhere on the desktop and reveal a custom set of applications and submenus with shortcuts to specific directories. We can't seem to figure this out with kde or gnome. With regards to kde, can this even be done?

Any help or pointers to a good source of info would be appreciated. Thanks!

Right click the desktop, "Configure Desktop...", select "Behavior", change "Middle button" combo to "Custom Menu 1", click "Edit..." beside it to change it.
