Well thats different. For example you have to compile liquid. But there are other themes which you just have to copy into a certain directory. But nearly every thema has a readme File which tells you what to do.
On kde-look.org you also often have a short howto.

Yea, read the README. That's why it's called a README. Also, some themes, like Acqua, which I happen to use and like, have an installer script.

You should read some of the comments here:
http://www.mosfet.org/liquid.html
As you will see 0.9.6-pre2 requires KDE3.1beta2 or above. The easiest way to get it is to use Konstruct
http://konsole.kde.org/konstruct/
After you have 3.1 you should simply be able to:
tar zxf mosfet-liquid0.9.6-pre2.tar.gz
cd mosfet-liquid0.9.6-pre2
./configure
make install

I tried the Acqua RPM. It installed, but did not update the scrollbars or colors very well. Does the script in the .tar setup those items as well? Are widget sets or something else required in addition to the theme?
