TagLib, Lame problems while trying to compile KDE from CVS

I am tying to compile kdemultimedia from CVS. I followed instructions that said I should install kdeextragear-2 first because it contains TagLib.

But, even so, configure is throwing errors telling me that neither TagLib or Lame is on my system. I installed Lame via a Fedora RPM, and that is definitely present.

I am running Fedora Core 1.
