CPU processes hogged for no obvious reason.

I have a AMD Athlon XP 2600+ (2.083 GHz) and 512mb of ram, I boot kde 3.1.4 and for some reason when i have like 2 windows open top says my system is only 34% idle, whats going on. With the speed i have it should be more that 34% idle. What can I do?
