Unable to configure panel & other desktop settings in KD

Hi All,
I have KDE (3.1.x) which is bundled in Redhat linux 9.0. In that i can not configure the panel and other desktop settings. While clicking the configuration menuitems it doesn't show any UI. Can anyone please tell me what are all the packages i need to add.
