How to create the standard settings menu items?

This may be an ignorant question, but I haven't been able to find any tutorial on this:

- How to I create some of the standard menu items like "Configure Notifications"?
- Which iconname do I need to use for the "Configure <appname>" menu action?

Thanks in advice.
