A few KDE 4.5.3 configuration questions

I am configuring a new KDE 4.5.3 desktop and have a few hiccups that I am trying to resolve. I searched for these on the forum, but wasn't able to find anything. Any help would be greatly appreciated.

1) My locked widgets on the desktop get rearranged every time I reboot
2) My panel items get totally rearranged every time I reboot
3) I am unable to enable desktop effects (direct rendering is enabled, using catalyst 10.11 on Radeon 5830)
4) If I attempt to switch window themes away from oxygen, KWin's performance drops significantly and even moving a window is very choppy

BTW, I love the polish and elegance of KDE, along with it's newer innovations. Multiple folder views is really quite useful.
