Posting a New Feature Request

Where's the best place to post a general request (not tied to a particular release)? I don't see a general enhancements/requests forum.

Where do the developers read posts? Is there something like bugzilla?

This particular request is for a new optional behavior for a window.
The concept is different enough from existing behavior so that even if it were enthusiastically received, I wouldn't expect to see anything for several releases.
