How to give focus by scrolling but not to rise?

For example, in KDE 3.5 it works : reading foreground window, like browser, and when scrolling on background window, like terminal, browser still stays foreground but scrolling gives focus to terminal so that I can start type there. In KDE 4.2 I can only scroll background terminal, but cursor stays in foreground window. Can somebody help?
