i can't launch applications with sudo

i can't launch applications with sudo

I have installed kde 4.0.2 on ubuntu 7.10

I want modify the login settings so i launch from the terminal the command:
sudo systemsettings

but i receive this error:
sudo: systemsettings: command not found

why?
How i can do?
