KDE is Reporting Wrong Time / Only UTC Available

KDE is Reporting Wrong Time / Only UTC Available

Can anyone look at the attached picture and tell me what's going wrong? It believe it happened after a reboot. The time is off *ONLY* in KDE, but KDE allows me to pick nothing but UTC for time zone. The system time is correct, and you can see the time of OS X . . . which I'm VNC'ing into the machine from. Any help?
