System wide hotkey settings

We are switching our network from gnome to kde because it seems to be a lot better in a lot of areas, unfortunately things seem to be very different as far as setting up system wide configurations. In gnome we could just use gconf to set up local hotkeys (or any other configuration thing we wanted) then make it default or manditory. I'm not entirely clear on how to do that sort of thing with KDE.

We would like to have a global hotkey to open a terminal under every user's session on every system so we don't have to use the menu, and we need to be able to add this config file to a package or export it over nfs so we don't have to configure any of the systems after we install our custom packages.

as per this doc I've already created a local.khotkeys file and put it in /usr/share/apps/khotkeys/ but it doesn't seem to load automatically and I'm not sure where to go to add it to a default load list or if I have to. Is there a config for khotkeys, or a specal way to format the file so it loads? any other ideas? If needed I can post our local hotkeys file on request. Thanx.
