korgnaizer configure time and date not functional

Hello,
I really, really like this program and recently change linux distros from Fedora to Ubuntu for the ease of use. Obviously, I am not a power user. When I launch Korganizer, it boots fine and I had copied the .kde file over from my old system. All my dates are there but everything is in military time. It I go to settings, configure time and date, no dialog shows up. The terminal I launched the program in says

Failed to open device
kcmshell (kdelibs): WARNING: Could not find module 'language'.

Any ideas?
