what determines install path

what determines install path

when I was installing kde 4 alpha
it was still needed to 'make install' as root

although 2 tutorials (techbase.kde or something) told me that that wouldn't be necessary. because they included changing my path etc.
So now all the binaries are installed in /usr/local/bin is this standard behaviour?
kde3 won't start well now either
