Controlling Kontact settings

I am looking into automatically setting up and locking down Kontact for all users. I have created a kmailrc in the /etc/skel directories, and set immutable bits on the account settings, set default accounts up, and tested it, but kmail apparently only respects the immutable bit on startup. I can't find any way to prevent adding new accounts, modifying existing accounts, etc.

Does anyone know if there is a way, aside from making the file read-only and causing no end of trouble for any of the additional configurations, such as signatures, mail layouts, etc?
