[Kopete] Could not write to Cannot open file for writing ERROR

I'm sure its a file permissions issue,but what is the name of the file and where is it?

Probably in ~/.kde/share/config/kopete* or ~/.kde/share/apps/kopete/*

Let me clarify more

I was in a hurry before should have been more explicit. This error occurs when i try to accept files sent to me. I can send files no problem but i cannot accept files sent to me. When I try that is when I get the error.
