Setting the default desktop settings for new user accounts

Hi, I am making my own version of linux (something to spend some time on) and I would like to know how I can set the default settings for user accounts, as in when you set up a new user account they will start with these icons on the desktop (allthough I think I have that one sorted) but would also like to know how to set the default wallpaper and KDE splash screen (as I designed my own)

Anybody who can help me with any of this much appreciated

This sounds to me like a general linux question: in all distributions I tried, there is a /etc/skel directory (a skeleton), in which you can put all the files that should be installed in the home directory of newly created users (by the adduser command). This should be what you're looking for, as user based configuration files all stand in the home directory.

When you have created a default kde config that suits your needs, just copy the $HOME/.kde directory into /etc/skel.
