KDE not seeing theme files: Theme.rc

I am trying to install the nautica theme on my Turbo Linux FUJI system. (KDE 3.4.3) The theme conssits of 3 file sets: The splash screen, the theme itself, and the Login screen.

When I open up Kcontrol and try to install the boot splash file set Kcontrol does not see the Theme.rc file (or and files for that matter)

The same thing happens for every file set... why can I not install this theme?
