No resize on top of the titlebar when maximized?

Hi there,
Is there any settings or any script that I could modify/run so that when I put my mouse on the top of an application (the titlebar), on the very top of that, that it doesn't resize it, well at least when it is maximized. And also, is there any way that if I got a maximized application, than when I click on the very top-right, just on top of the close button, it exit also, just like Windows.

System settings and window behaviors should handle those issue. Most OS's if you right mouse click on desktop will give you option to configure desktop, and K at taskbar should have some option for system settings on the menu. Hope that's of some help :P
