KDE on windows

I wish to know whether KDE messenger can be installled on windows.if yes where can i get the installable

You mean Kopete?
Currently this is not possible, but KDE4 will be Windows compatible so Kopete will be compatible as well. But this will take some time, because KDE4 is work in progress.
