Kate on-the-fly string replacement

I'm looking for a text editor with the following feature:

I define, for instance, that when I type "zz" on the keyboard, I want the editor to replace the two z's with "()" and place the cursor inside the parenthesis. Or, I type "zq" and I get . I use three different keyboard layouts on a regular basis, and I always find myself hesitating before I find () {} [] <> and other such characters that are common when programming.

1) Is there such a feature in kate already?
2) If I want to try implementing it, what would be a good place to start? Can it be done as a kate plugin?
3) Can anyone recommend an editor that has the feature?
