No Splash Screen!

for some reason, when I log in there is no splash screen!

well, kinda...there's a blank blue box with none of the graphics...if I go to the control center Appearance & Themes > Splash Screen I can test the splash screen and it works fine....it just doesn't work when I log in.

For testing purposes, I created a new user and same issue.

I'm currently at KDE 3.5, but this has been happening since before KDE 3...

This is strictly a cosmetic/aesthetic issue and everything works fine, I'm just curious why this happens.

I think there is another settings for splash at login screen somewhere in options for login (sorry cant be more specific since im in fluxbox atm)
