Problem during ./configure

I am trying to install a package ksplash-engine-moodin_0.4.2.tar.gz from source

when i make ./configure
I get the following error

checking for KDE... configure: error:
in the prefix, you've chosen, are no KDE headers installed. This will fail.
So, check this please and use another prefix!

I have already installed the kdelibs-dev packages
I am using FC4

if you are sure that you have kdelibs-devel (and other required -devel packages) installed, than you should use ./configure with a prefix that points the script to the correct location of the header files.

checkout the README and/or INSTALL in the package for more information.
