This seem to be the "SuSe menu patch" that has been introduced in the 10.0 version - i guess at least.
It's a suse specific thingie, but it is possibly available as source tarball (?). If so, it could be installed on any other disrtribution - maybe with some code tweaking anyways.

There's a chance that we will see this feature in KDE 4 (I know, it's far far away). But it means you don't have to use SuSE to see the search line then.
