KDM screen refresh rates - how to set ?
I can control screen resolution and refresh rate via "Configure Desktop"
when logged in to a KDE session, but KDM does not respect changes made
there.
Anyone know where KDM screen resolution/referesh rates are controlled
from ?

You do not set refresh rates for KDE, but for the x-server. While there are several tools under different distros to do this for you, you have the possibility to edit the file /etc/X11/xorg.conf, where you can set the horizontal/vertical refresh rates manually.
If you do not have a specific tool in your distribution, you can launch /usr/bin/xorgconfig in order to help you with the creation of the file, just answer the questions on the screen when you're prompted.
I think you've misunderstood the question that I was asking.
I'm not asking how to define screen modes a la XF86Config. I was
asking what controls KDM's choice of screen mode. This does not
seem to be affected by altering the screen mode via the "Configure Desktop" >
"Size and Orientation" settings. Those only apply *after* I have logged in
from KDM; KDM drives the monitor at a different rate, and nothing I
do via "Configure Desktop" > "Size and Orientation" affects that.
I'm interested in changing the mode used by KDM; that's nothing to
do with *defining* screen modes in general (which my case, Suse 9.1
is via Sax - or editing XF86Config directly if you're brave ..)

Usually you might be able to do that in your KDE Contol Center. In the peripherals section you'll find a display menu. But this is, as far as I know the same applet like the "Size and Orientation" one - so if the changes you make there have no effect, I think that your problem is elsewhere.
In this menu, do you have several screen-sizes?
Eventually different refresh rates (with some cards/monitors there'll be just one)?
Do they match with the card/monitor specs?
If yes, changes you make there do not take effect once you click the apply button?
If they don't, do you have any error messages from your system?
Messages could also appear in the file /var/log/messages or in /var/log/xdm.log (or kdm.log, and perhaps in one of the Xorg.x.log).
Yes, there's no problem with screen mode selection from "Configure Desktop" -
that works fine - the problem is that it doesn't affect KDM.
