Problem with compiling KDevelop 3.0.3 on KDE 3.1

Is it possible to compile KDevelop 3.0.3 on KDE 3.1 ?
I get error while configure:
error: you need to install kdelibs first

I have installed:
kdelibs-devel-3.1.1-0.8x.2
kdelibs-3.1.1-0.8x.2

Any hints?
