Keyboard Layout Not In kcontrol

I want to be able to change the keyboard layout in kde 3.1 and I have read lots of references to looking in either accessibility -> keyboard layout or peripherals -> keyboard, both of which point to kcmshell keyboard. When I open this module though, there is nothing about layouts. Help?

you can change this in /etc/X11/XFree86Config there is a section on keyboard layouts
